PROJECT TRANSFER OF VEH/EQPT/PLANTS
Of late
it is noticed that the veh/eqpt /plants were earmarking to transfer to other
projects are lying on the edge of downgradation to cl CEE /DEE or unserviceable
and the same not been maintained properly. As the result the receiving project
incorporated with excessive effort and unexpected time to put them on road at a
new location besides incurring huge expenditure in account of spares. To
overcome this problem the following points to be ensured by both projects.
1. The
Veh /Eqpt /plants which are ear marked for transfer will be in serviceable
condition without any major deficiency.
2.
At
least 50% residual life required for transfer, in case all the same category
veh/eqpt/plants held are over 50% stipulated life range, then the lower usage
will be transferred.
3.
The
BA/EM No wise details of the earmarked veh/ eqpt/plants proposed to be
transferred will be intimated to HQ DGBR.
4. Handing
/conveyance contract if any, will be finalized/ concluded well in advance by
the taking over project, for which required assistance will b done by the
handing over project.
5. The
veh/eqpt/plants which are ordered for transfer will be collected within two
months without any delay.
6. After
transfer order no cannibalisation should be carried out from veh/eqpt/plants.
7. PMS and
handling conveyance contract wherever required will be asked by the taking over
project well in advance from HQ DGBR.
8. A team
will be detailed by the handing over project, which will associated the team
handing over project and will learn about operation and maintenance. The team will
fully conversant with operation and maintenance instruction of the veh/eqpt/plant
before moving.
9. The
handing over project will ensure that the veh/eqpt/plant to be transferred is
in fully working condition. The taking over project will ensure it is in
operational and there are no major deficiencies.
10. The
transfer inspection will be carried out by the dependent work shop in front of
both project’s team and the actual states of the veh/eqpt/plant should be
reflected in IAF EME(E) 03/23 forms.
11. All
technical literature and tools will be issued along with veh/eqpt/plants.
12. In case of
plant, and dismantling is involved, the handover project will provide man power
and their work shop will give technical guidance and assistance for dismantling
the plant.
13. If any
dispute, it will be resolved in an appropriate manner. Any issue which cannot
be resolved at the project level will be intimated to HQ DGBR as early as
possible. Transfer should not be pending for want of any reasons.
14. After take
over the eqpt/plants, it is the responsibility of take over project that it
should be functional within one month time.
15. Fortnight
progress of transfer should be intimated by the effected projects on 1st
and 16th of every month to HQ DGBR TP (Res). The after complete
collection receiving unit will forward a completion report by Nic mail to HQ DGBR
TP (Res) and TA (E4 Repair).
The
above instructions will be followed by all the projects in letter and spirit,
so transfer are effected smoothly as early as possible and lest amount of
problems, delay and expenditure on re-installation & get functional at new
location,

In addition to the above the following points also noted:-
16. Issue of the
tank balance (HSD). The fuel tank should be filled up to the maximum if a
vehicle is transferred. If a plant/eqpt
is being transferred then the fuel tank should be made empty before moving and
same should be taken on ledger charge.
17. Log book. After
making required entries from user unit like all updates, transfer inspection
from concerned field Work Shop and the transfer entries from hand over SSTC, log
book may be handed over to the taken over team if possible or forwarded to the
concerned take over SSTC as early as possible (within two days) for their
further action, under intimation to all concerned.
