PREMATURE DOWNGRADATION OF V/E/Ps TO CLASS DEE

 While thinking about the premature downgradation of certen V/E/Ps which not complected the twin life criteria but mechanical condition is very poor.  And we hesitate how to proceed for further action, in this concept, HQ DGBR issued a fresh policy vide their letter No 55012/DGD/Poilcy/DGBR/16/E4 Tech dated 20 March 2023. POLICY DIRECTIVES: PREMATURE DOWNGRADATION

OF VEH/EQPT/PLANT TO CLASS DEE


1.            Plaes refer following letters:-

(a)

MoD (BR) letter No. BRDB/02/28/BEA/2010 dated 06 Apr 2017.

(b)

MoD (BR) letter No. 04/696/2015/D&P (BR-1) dated 11 Aug 2017.

(c)

MoD (BR) F.No. 04/696/2015/D&P (BR-1) dated 03 Feb 2022.

 

2.        Pursuant to clarification issued by MoD (BR) vide their letter under reference at para 1 (c) and observation raised by PCDA (BR) vide their letter No AT/BR/118/L.S./GoI/VOL-XXVII/ dated 28 Jan 2023, there is a need to streamline proceedures for premature downgradation of V/E/Ps to class DEE. Apropos, all cases of premature downgradtion as per the policy under reference at para 1 (a) & (c) above will be regularized by respective CFAs (to be decided as per depreciated value of V/E/Ps). However effective technical control in all cases, In-Principal Approval for premature downgradation of V/E/Ps (where twin life criteria not met) are to be proposed to HQs DGBR by concerned project through their respective ADGBR HQs along with following:-

(a)

Statement of Case duly recommended by all commanders in chain i.e. OC unit, Commander TF, CE (P) & ADGBR.

(b)

Inspection Form.

(c)

Calculation Sheet.

(d)

Cost of required spares for repair.


3.     On In-principle Approval from HQs DGBR, C of I Cum TBOO to be convened by repective project HQs.

4.      Finalisation of C of I cum TBOO and regularization of loss statement will be as per para 1067 and 1068 of BR regulation read in conjunction with MoD (BR) letter at para 1 (c) above.  In all cases of premature downgradation of V/E/Ps, above Rs 25 lakh directives on C of I cum TBOO will be given by DGBR and the same will be regularized under the power of MoD (BR) as given at srl No 8 of MoD (BR) letter No F. No 04/696/2015/D&P (BR-1) dated 03 Feb 2022.

5.    After regularization of loss, the V/E/P will be downgraded to class DEE and technical confirmation will be issued by respective Dir EME/ Dy Commandant of BW and ‘Administrative approval will be issued respective CFAs. For all cases of premature downgradation, copy of such order will be submitted to all concerned officers by the project/ BW.

6.  Time-line for process of premature downgradation cases of V/E/P for order and regularization of loss to be strictly followed as per Appx attached.

7.       This is issued with the concurrence of IFA (BR) vide their I.D.No. IF/801/Vol-XVIII/Non Pro L-03/93/&04/553/P-5 dated 28 Feb 2023.

8.    This will be come into effect the date of issue of this letter and supersedes all previous policies on the subject.
