DEPLOYMENT OF OTHER TRADE MEN AS MT DVR /
RECRUITMENT OF CPL DRIVER / OPTR
1. In general it is seen that, the
mis-match in between number of vehicles/equipments / plants and driver
/operator is always in high in BRO. HQ DGBR recommends the following steps to
overcome the deficiency of MT DVRs in
view of achievements of targets.
(a) MSWs (PNR) and
other trade men who are in possession of valid driving licence and having
adequate experience to drive the veh/Eqpt/plants should be tested for their
proficiency by a Board Of Officers every year in the month of DEC and
if found fit as proficient, they may be deployed on veh/eqpt/plants in the
interest of work for one year.

(b) The OC unit should be certify that the
individual is proficient in the trade and has not met with any minor /major
accident and it should be submitted to the BOO. The PO of the BOO should be
an officer from E&M cadre and preferable the OC Wksp himself.

(c) Personnel from various trades who have
the requisite qualification and aptitude for driving be trained at Project
level and get driving licence from local RTO after test. Then they may deployed on veh after
proficiency test by a BOO.

(d) During working season minimum number of
drivers will be allowed to proceed on
leave.

2. In addition to the above, to make up
the acute shortage if any, the Chief
Engineer in his discretion may allow some CPLs to drive veh/ eqpt/ plants with
in unit /sub unit jurisdiction.
Before resorting such step the following aspects must be ensured and keep on
record.
(a) The CPL must possess a valid driving
licence issued by a competent civil authority.

(b) His proficiency to drive the veh to be
checked by a BOO every year as per para 1(a) and he should be found fit to drive the veh/ eqpt/ plants.

(c) The police verification regarding character
and antecedents should be obtained if police verification is not fount
convenient, at least his identity and d address must be verified through
responsible references.

(d) CPL should be medically thoroughly examined by
medical officer for fitness, physical, mental and eye sight including color
blindness.

(e) Foolproof measure
including strong vigil and supervision to guard against incidents of poor
maintenance of veh /eqpt/plants its misuse, cases of accidents and theft
should be dealt severely at unit, Task Force and Project level.

(f) As far as possible one PNR or any available
GREF trade men should be kept as co-driver in the veh to watch the conduct
and supervise CPL.

(g) As soon as the
mis-match between driver/optr -vis- veh/eqpt/plants improves, the CPL so
engaged on veh/eqpt/plant should be discharged.

(h) To attract civil
population to join as CPLs for driving the veh/eqpt/plants, necessary higher
rate of wages, skilled or semiskilled may be considered
by CEs commensurate with the market rate.

Note : Form
Nos 1, 2 & medical certificate along with OC unit recommendation are only
required for departmental SMW (PNR) and other trade men.
Steps
1. Fill up the
Performa No 6 and get verified from police station, form No 5 should be filled
by a registered Doctor only.
2. Forward complete set
of documents (Form 1 to 6, OC certificate and IAFD- 931) in quadruplicate along
with CPL to the Work Shop for their proficiency trade test of CPLs and
signature by BOO.
3. Forward complete set
of documents in triplicate to TF for their verification and onward submission
to HQ CE (P).
4. Receive one set of
approved document and TF order for deployment of CPL as Driver /Optr for one
year.
5. Enroll CPL as CPL
Driver/ Optr and keep all records update.
