Class CEE V/E/P/ deposition




Deposition of Class CEE Veh/ Eqpt/ Plants to concerned Base Work Shop
1.       As per HQ DGBR letter No16249/88-93/DGBR/E4 Rep dated 27 July 1988, all veh/ eqpt/ plants (except light vehs) should be produced to concerned Base Work Shop for a major Over Haul which is beyond the scope of a field work shop (R4). The major Over Haul should be carried out in between 60 to 75 % life span of veh/ eqpt/ plant. The latest economic life span of veh/ eqpt/ plants in BRO is as per HQ DGBR Letter No  55041/ Life V/E/P/ DGBR/24/ E4 Tech dated 31 May 2004 (Click here for details) and 55041/Twin Life/ V/E/P/ DGBR/89/ E4 Tech dated 28 Jan 2013 (Newly inducted V/E/Ps) (Click here for details)
 2.      Base Over Haul of V/E/P is a concept under which the total life of a Veh/ Eqpt/ Plant can be increased by a major Over Haul at Base Work Shop in proper time, before excessive worn out of all major assembles of them. So we can utilise it at maximum before dowongradation to Class DEE. The class CEE Base Overhaul expenditure will not be exceed the 20% of the total cost of them, beyond the limit it is consider as uneconomical to overhaul. 3.       The consideration of veh/eqpt/plants to class CEE ROP (Roll On Plan) is based on its yearly utilisation. As per its utilisation, it is calculated when it falls on its 60 to 75 % life span. So V/E/Ps are picked up from reports/ recommendations from Project HQ. Then final class CEE ROP prepared by HQ DGBR/ E4 (Repair) and earmarked it’s repair for a particular month.
4.       It is the responsibility of user unit to produce the veh/eqpt/plants with up dated log book to the concerned field work shop on work order for class CEE downgradation in time. The field work shop will carried out a class CEE technical inspection report against form IAF (EME) E-03 (Revised) for vehs and IAF (EME) E-23 (Revised) for eqpt and plants accordingly. In this effect an entry will made in log book of the veh/eqpt/plant by field work shop. The final approval of class CEE downgradation should be given by SO I (EME) of Project HQ.
 5.     Chassis welding or any modifications if there, the relevant entry with HQ DGBR authority under which same carried out will be made available in the log book of concerned V/E/P.
6.      After Class CEE approval, the veh/eqpt/plant should be returned to Supply Company along with log book and connected class CEE documents on LRIV/ IV by user unit.
7.      If the veh/eqpt was on loan issue to unit, accept them on LRRV and clear transaction in Loan ledger and then make a TIV/TRV (Transfer issue voucher/ Transfer receipt voucher) in duplicate, (One control from V/E/P control register and other from class CEE control register and it should be filed accordingly) and transfer it from Central ledger to class CEE ledger. If it was on regular issue to unit, accept RV directly in to class CEE ledger. Then prepare IV to concerned Base Work Shop and charge off it from class CEE ledger. Make transfer record as receipt and issue record in log book accordingly with RV/IV No and date. Hand over IV on covering letter and log book to the rep of concerned unit for deposition veh/eqpt to Base Work Shop.
8.      There is no need of move sanction for the veh which moving own stream to Base Work shop as it is already included in ROP and ordered for deposition. If eqpt/plants which are shifted through Trailer or Load Carrier then proper Road move sanction (Click here for Road Move Sanction) for trailer or load carrier should be obtained from higher authority before deposition to avoid audit observations in later stage.
9.      If any deficiency/ discrepancy found by R&I section of base work shop on their inspection that should be regularised by used unit. Then only they accept issue voucher from Supply Company.
10.         After deposition of the class CEE veh/ eqpt/ plant, it’s battery should be taken back to the unit, since it is already has been taken on ledger charge by unit E4 section on CRV.
11.    The LRRV/ RV should only be cleared to unit, when duly accepted voucher from Base Work Shop arrived. (Since it is a third party acceptance, (only paper transaction made by supply and veh/ eqpt directly moved from user unit) any discrepancy/ deficiency found by Base Work Shop in later stage, supply can ask user unit to clear the discrepancy. Or it will remains with supply’s shoulder).                          
Class CEE documents
The following documents are required to produce with the class CEE veh/eqpt/plants to the Base Work Shop. So before moving for deposition, unit should be sure that, all documents are correct at unit location, to avoid consequence in later stage since unit is far away from Base work shop and nobody is there for help.
1.
Duly approved Class CEE  Technical inspection report. (IAF (EME) E-03 (Revised) for vehs and IAF (EME) E-23 (Revised) for eqpt.

       2.
Log Book duly updated in all respect.

3.
Non Retrieval Certificate from concerned work shop.
4.
List of Major assys/ Spares required for over haul, issued from concerned work shop.
5.
CRV of retrieved battery.
6.
Low utilisation certificate for tyre. (if life not achieved)

7.
Issue Voucher of veh/ eqpt.

All above documents should be produced to R&I section of Base Work shop for their acceptance. R&I Section will carry out a receipt or in inspection of veh/ eqpt/ plant and check any deficiency/ discrepancy, damages, chassis welding and modifications if any. If any deficiency/ discrepancy found by R&I section of base work shop that should be regularised by used unit. Then only they accept veh/ eqpt/ plants.
