RESTRICTIONS ON FINANCIAL POWERS

2. Financial powers assigned to various
appts of BRO have been revised vide letter referred at para 1 (a) above.
Similarly, orders for exercising these powers by officers proceeding on pmt
posting/ retirement have been promulgated vide letters under ref at paras 1 (b)
& (c) above.
3. Projects/ Units have been raising
certain queries regarding restrictions imposed vide HQ DGBR ibid letters wrt
exercising financial powers by the appointments proceeding on
superannuation/pmt posting/ voluntary retirement. Some of the Projects have
also brought out that these restrictions are affecting progress of work on
ground and hence have requested for relaxation.
4. The above issues have been analysed in
detail and the following aspects are highlighted:-
(a)

These restrictions were put in place as an aftermath of certain
serious irregularities noticed in the past and hence they need to be
continued to prevent repetition of such issues in future.

(b)
|
With regards to restrictions affecting
the progress of work on ground, the following issues are highlighted:-

(i)
|
There may not be any requirement of
procuring stores in emergency, if detailed any correct advance planning is
carried out by the Projects/ TFs.
|

(ii)
|
Even in case of emergency, seeking permission
for procurement of such stores from one higher up officer/ authority does not
involve any major paper work and can be obtained easily.
|
|
5. Keeping the above aspects and Vigilance
angle under consideration, the Competent Authority has directed that following
policy amendments will be carried out in HQ DGBR/ D&V Dte letter ref at
Para 1 (c) above, with regards to procurement of stores by the officers
proceeding on Pmt posting/ Superannuation/ Voluntary retirement:-
(a)

Pmt posting/
Officers will not exercise the financial power for placing supply orders/
accepting contracts after issuance of posting order or 30 days before the date of move whichever is earlier.

(b)
|
Superannuation/
Voluntary Retirement
|
||

(i)
|
Restriction of three months as
specified vide our letter under ref at Para 1
|

(c)
|
Above will continue.
|
||

(ii)
|
Supply orders. If the stores are being procured
through GeM, supply orders can be placed for one quarter requirement only
incl one month post his retirement. However, if the stores are being procured
through e-procurement, then the permission from next higher authority will be
obtained and the quantity of stores being procured will be restricted to a
maximum of one month requirement, within the laid financial powers.

6. All other provisions contained in the
above referred letters will remain unchanged and amendments as cited at Paras 5
(a) & (b) above will be followed strictly by all concerned.

and further correspondence on such issue may please be made with HQ
DGBR/D&V Dte.
