REPAIR THROUGH TRADE

      As per HQ DGBR Letter No 56726/RTT/DGBR/16/ E4 Rep dated 22 JAN 2016.

 This has been approved under consultation from IFAR (BR).          
After amendment to Para 4 & 6 (c) of above letter vide HQ Dte letter No 56726/ RC/ DGBR/44/E4 Rep dated 07 Nov 2017.

Second amendment to Para 6 (c) As per HQ DGBR Letter No 56726/RC/DGBR/102/E4 Rep dated 28 Feb 2019.     
REPAIR THROUGH TRADE
(SOP)
1.    Repair to Vehicles and equipment in BRO are to be carried out in field Wksp and Base Wksps. However provision exists for repairs to equipment through trade under certain circumstances where repairs to eqpt cannot be carried out either in Fd Wksp or Base Wksps or for expeditious availability of eqpt after repairs as laid down in BR Regulation Para 922.
2.    The financial powers for repair through trade in BRR were revised under Govt of India, Ministry of Defence (BR Wing) letterNo: MoD (BR) F .No. 04/696/2015/D&P (BR-I) dated 11 Aug 2017 (latest) is as per Para 4 below.              
3.    The amount indicated above represents the value of any one repair order placed for any one type of Veh/ Eqpt including the cost of spares/stores, if any, used by the contractor.
4.   Due to induction of Hi-Tech Vehs/ Eqpt in BRO and escalation in cost of repairs, the above financial powers were not found adequate. As such, financial powers for repairs through trade have now been enhanced vide Govt of India, letter No: F.No BRDB/08/81/2006/BEA dt 50 Nov 2014. (& Govt of India, Ministry of Defence (BR Wing) letter No: MoD (BR) F.No.04/696/2015/D&P (BR-I) dated 11 May 2018. (latest)) The revised financial powers are as under:-

(Note:  In order to expedite repair, enhance availability of V/E/Ps and avoid to and fro movement of case files, any case beyond financial power of CE will be processed with requisite Quotations, CST, draft repair order and connected documents in order to facilitate the CFA to sanction the RTT in one go itself. 5.    Since financial powers have now been enhanced considerably, there is a need to ensure that these powers are used discretely and judiciously to strike an optimum balance between using maximum facilities of Fd/ Base Wksps and resorting to repairs through trade only where it is unavoidable to ensure high availability of Eqpt for works. The Procedure laid down in BR Regulations and instructions issued from time to time must be strictly followed and documents correctly maintained. This will not only help in minimizing audit objections, avoid criticism from inspecting authorities but also help in eliminating unnecessary correspondence at all levels to settle audit objection/ observations.
6.   In order to obviate misuse of financial powers and avoid audit objection, the following guidelines be strictly followed:-
a)
      Repair orders will not be split to keep the transaction with in the financial powers of lower CFA to avoid sanction of higher CFA where required.
b)
       Projects will book the repair expenditure to CSU and Base Wksps will book repair expenditure against ground est. In this connection also refer this HQ letter No. 54101/Policy/DGBR/28/E4 lnv P&P dt 13 Mar 1997.(copy attached below)
c)
(As per HQ DGBR Letter No 56726/RC/DGBR/102/E4 Rep dated 28 Feb 2019.)
(i)
Expenditure incurred in RTT is at direction of CE (Project)
(ii)
Expenditure to be booked under Cat ‘B’ against fund allotted to concerned jobs.
(iii)
CEs (P) have to ensure judicious expenditure of delegated fin power duly analysing the fund availability of V/E/Ps. HQ CE (P) will submit quarterly report on expenditure incurred on repairs through trade to TA Dte (E4 Repair) this HQ and HQ ADGBR with a copy to E5 Budget. Reports for the quarter ending Jun, Sep, Dec and Mar should reach this HQ by 21 of next month.
d)
    Under no circumstances, spares will be provided separately to the repair agency for local repairs. All required spares have to be included in the repair contract.
e)
    Unserviceable spares retrieved from the assy under repair will be fully accounted for by taking these on charge by means of CRV.
f)
    The delegated financial powers will be exercised in consolation with the concerned PCDA (BR)/IFA (BR) staff i.e JCDA/DCDA/ACDA/ Sr AO/AO as applicable through their financial concurrence.
7.    Provision/ procedures laid down in BR regulations on the subject will be strictly followed. The salient points are as under:-

(i)

(iv)
 If the reason is expeditious availability of item after repairs. It will be certified by the CFA that repair through contract is inevitable.

(v)
  Repaired items will be inspected before taking over by a Board of Officers or (3 members, senior being an Executive Engineer (Mechanical) or EME officer not below the rank of Major.

(vi)
 Expenditure will be kept within allotment for works/ operation of Base Wksp.

8.   It is therefore emphasized that through financial powers for repair through local trade have been enhanced considerably these powers should be utilized when warranted but only in emergent cases. It is of utmost importance that while utilizing financial powers, all instructions issued from time to time and guidelines given in BR Regulations are strictly followed. CEs (P) should ensure that financial powers are judiciously utilized by CFA in the Projects in the overall interest of the state.

PART lll: AGREEMENT AND CONDITIONS OF REPAIR
(To be completed by the Civil/ Govt Deptt entrusted with repairs the eqpt detailed in Part II above)
We hereby undertake to carry out repairs as described above and subject to the conditions noted below:-
a)  The OC unit or his authorized representative will have full irrevocable powers of inspection of the eqpt and repair work at all time.
b)   The OC unit if not satisfied with the repair of progress of repair will have full authority to terminate the order and get the work done on elsewhere at our expense and risk.
c)   We shall under the circumstances immediately restore unconditional physical possession of the equipment in the condition as desired by the OC unit.
d)  While the equipment in our possession we shall at all times be fully responsible  at our own expense to take all precautions to prevent loss or damage to the eqpt and in case at actual damage we shall indemnify the Govt to the extent as determined by the OC unit.

REPAIR THROUGH TRADE AND BOOKING OF EXPENDITURE

1.      Reference this Dte letter No 55014/Policy/DGBR/99/E4 Tech dated 20 Sep 1996.
2.      It has been observed by this Dte that there is some ambiguity in booking of expenditure on repair through trade by the Fd Wksp/ Task Force for which clarifications are sought from this Dte by the Projects. It has also been noticed that some of Field Wksps are debiting this expenditure to Cat "A" spare budget.
3.     The case was referred to IFA (BR) and it has now been decided that the expenditure on repair through trade will be booked as under:-
a)
Repair through Trade by Base Wksps: Expenditure will be booked against operation of Base Wksp provisions.
b)
Repair through Trade by Field Wksp: Expenditure will be booked to CSU.
             
4.      The instructions on this subject have also been issued to all Sub-Offices (Accounts), by CDA (BR), vide their letter No: AT/BR/Works/1 dated 05 Mar 1997 (Copy enclosed below).
5.      It is requested that suitable instructions may please be issued to Task Forces and Field Workshops under your command to follow the above procedure strictly.
